Shimako Takahashi

Shimako is primarily focused on evaluations related to agriculture and natural resources management. She has 20 years of international development experience across regions (East Asia, Southeast Asia, South Asia, and the Pacific regions) at ADB, the UN, NGOs, and JICA. Shimako’s international career began in Sarawak, Malaysia, where she worked on forestry and indigenous people.  Before that, she was with the National Institute of Genetics, Japan and holds a Ph.D.

Sherine Ibrahim

In his current role, he is part of the IESP evaluation team, where his main focus is the evaluation of energy sector and project evaluations and validations. He has more than 34 years of professional experience, about 7 years of which were spent in ADB in the areas of independent evaluation and energy portfolio management in SARD. Mr. Ibrahim holds a Ph.D. in Electrical Engineering from the University of Bath, UK and completed his Bachelor’s in Electrical Engineering (Power) from the University of Alexandria, Egypt.

Nathan Subramaniam

In his current role, he is part of the IED leadership team and oversees the evaluation of sector and project evaluations and validations, particularly in energy, transport, water, urban, finance, agriculture and natural resources, and all private sector operations. He has more than 23 years of professional experience, about 13 years of which were spent in ADB in the areas of independent evaluation and capital markets investment. Mr.

Paul Thiessen

Paul provides technical and management leadership of and support for impact evaluations, synthesis, and other evidence programs. He is the lead author for 3ie’s 2020 Hindsight campaign blogs. Paul also supports the production of communication materials to effectively convey research findings and 3ie accomplishments to a wide variety of audiences. Paul holds a PhD and MA in Political Science from the University of California, Berkeley, and a BS in Economics and Journalism from Northwestern University.

Nick supports the production of systematic reviews and evidence gap maps across a number of thematic areas. Prior to this, Nick was a senior consultant at Ipsos MORI, where he worked on process, impact and economic evaluations commissioned by the UK government and NGOs. Nick holds an MSc in Public Economics from the University of York and a BSc in Economics, from Queen Mary, University of London, UK

Ari Perdana

Ari was the team leader for IED’s Systematic Review Systematic Review on the Impact of Access to Electricity on Household Welfare. He has led evaluations on urban projects in India and Georgia, ADB safeguard capacity building in the Pacific countries, as well as Kyrgyz Republic and Georgia. Ari has a Master’s in Public Administration/International Development from Harvard Kennedy School.
