To reduce air pollution, national and city government policy makers, their development partners, academe, and the private sector need to work with young people.
Bulgan is a development practitioner with 15 years of experiences specialized in designing, assessing and implementing policies and programs in areas of Climate Change, Clean Energy and Low Carbon Development. She holds M.Sc. Degree in Energy and Environmental Management from University of Twente. Currently she works as a consultant at ADB for a regional technical assistance program that aims to create better air quality standards for more healthy and livable cities in 7 Asian cities through integrated policies and programs covering air quality, transport and industrial emissions and energy use. Prior to ADB, Bulgan worked as a Program Integration Lead at the Global Green Growth Institute, consultant to World Bank and UNIDO on Clean Development Mechanism and green growth projects, fellow with UNFCCC in Bonn, program officer at UNDP and policy maker in the Ministry of Energy.
