Cuong was responsible for ADB regional cooperation and integration operations within the Greater Mekong Subregion. Prior to joining ADB, he was the head of the WTO Unit in Viet Nam’s Foreign Ministry and was involved in Viet Nam’s negotiations to join the WTO as well as the US-Viet Nam bilateral trade agreement. He also led the Program Coordination Unit of the ASEAN Secretariat in Jakarta, Indonesia.
