The COVID-19 crisis has taught us that robust and credible monitoring and evaluation systems are vital to ensure development projects and programs improve the lives of people most in need.
Garrett has 20 years of experience in water resources, environment, and evaluation. He currently evaluates projects and programs on urban water, agriculture, and natural resources. Garrett has been based in Asia since 2008, and before joining ADB in 2015 he worked for the International Centre for Integrated Mountain Development and for several international development organizations. Prior to that he was with the Irish Environmental Protection Agency.
