Richard has been involved in ADB’s project on digital tax administration under the Asia Pacific Tax Hub. He also leads EY’s Tax Administration and Reform Services, a part of EY’s Global Tax Policy Group since October 2017, advising governments on tax policy and tax administration reform (including digital tax administration), ranging from international tax (transfer pricing, BEPS, treaties) to domestic tax (VAT, CIT).  Before EY, Richard was Lead Tax Specialist for the World Bank Group’s Global Tax Team, as well as co-running the World Bank Group’s Tax Transparency Initiative since 2005. Before joining The World Bank in 2003, he was an economist at the International Monetary Fund for 8 years.

Richard teaches in the Tax and Law Faculty, at the Wirtschaftsuniversitaet Wien (Vienna Univeristy of Economics and Business). He holds a Ph D in Economics from the University of California at Berkeley (1992), a MS in International Relations from Georgetown School of Foreign Service (1986), and a BA from Williams College (1983).
