Serge specializes in road management, with a particular focus on road maintenance. He has been working in the road sector for the past twenty years, initially for the International Labour Organization in Africa and subsequently Latin America. Over last ten years, Serege has been working as an independent consultant, primarily in Asia and the Pacific. A great deal of his time is spent on ADB-funded projects, where he specializes on strengthening road management procedures and improving maintenance practices of member countries.
