Economist and Labor Market Information Specialist

Souleima El Achkar Hilal is an economist and labor market information specialist, with expertise in skills development systems. After completing her M.A. Economics from Concordia University, Montreal, and her M.A. International Affairs from Carleton University, Ottawa, she worked as an economist for the Centre for the Study of Living Standards (CSLS) in Ottawa, and the International Labor Organization (ILO) in Geneva. Since 2010, she has worked as a consultant on numerous projects for the ILO, Asian Development Bank (ADB) and the World Bank. Her areas of interest include dual and informal labor markets, social protection systems, technical and vocational education and training (TVET), technology, trade and other drivers of structural change and their impacts on labor markets. Much of her recent research and publications has focused on the labor market impacts of the COVID-19 pandemic across the world.
