Tomoo has worked as urban economist/planner over 25 years, and is currently focused on evaluations related to urban water supply. He has also led relevant thematic and country assessments on disaster risk reduction, safeguards, and transport in Pacific countries and Pakistan. Prior to joining ADB in 2003, Tomoo started his career with Japan’s Ministry of Land Infrastructure and Transport and the country’s Housing and Urban Development Corporation before joining the Public-Private Partnerships for Urban Environment unit at UNDP in New York and South Africa.
