Dr. Vinay Bhargava is the Chief Technical Adviser at an international NGO - the Partnership for Transparency and Board member of PTF Asia Foundation. PTF supports innovative civil society led initiatives to improve governance and development effectiveness. Currently it is supporting grassroots CSOs in India, Ghana, Uganda, Argentina, Zambia and Gambia to complement government efforts for implementation and governance of COVID-19 response and recovery. Vinay has worked with ADB as a resource person and consultant on governance, impact evaluation and civic engagement for more than a decade. He is a former Country Director and former Director, International Affairs at the World Bank.
