Paul Holden

Former Lead Economist, ADB

Paul Holden specializes in the analysis of the business environment in developing countries, focusing particularly on productivity constraints, the legal framework for doing business, access to finance, transactions costs, property rights, and how to implement reform. With extensive experience in small island economies, he helped develop ADB’s private sector strategy for the Pacific and a similar strategy for the Inter-American Development Bank in the Caribbean. Mr. Holden is also Director of the US-based think tank The Enterprise Research Institute.
