Tamar Bortsvadze

In this role she focuses on women’s empowerment and promoting ADB’s gender mainstreaming mandate in the countries of the South Caucasus. She has designed and supported initiatives for integrating gender and social inclusion in a number of sectors, including infrastructure, climate change, urban development, water supply and sanitation, energy, health, and education.

Eugene Zhukov

Mr. Zhukov is a national of Kazakhstan. He holds a Master’s degree in Economics from Claremont Graduate School, United States and a university diploma with distinction in Political Economy from Kazakh National University, Kazakhstan. He has more than 29 years of professional work experience, including more than 28 years in ADB. He joined ADB in 1995 as a Young Professional.

Kenzhekhan Abuov

Mr. Kenzhekhan Abuov is a Senior Project Officer working on a special assignment in the Regional Cooperation and Integration Unit of the Central and West Asia Department (CWRD) of the Asian Development Bank. He is responsible for Climate Change Vision and cross-sectoral assessments, as well as for the energy and tourism sectors in CWRD. Mr. Abuov led the work on promoting the Energy Transition Mechanism in Kazakhstan. He was also part of the team that prepared legal and structural reforms in the Heating sector reforms in Kazakhstan. Radhika Behuria

Radhika has twenty years of experience working as an international gender expert, and has been the Social and Gender Specialist for the Office of Markets Development and PPP since mid-2020. In her role she works with teams to identify gender actions in all of OMDP’s transactions and projects. Prior to joining ADB, Radhika worked with the United Nations Development Programme as their Regional Gender Specialist in Asia Pacific, and has also worked with several other UN offices, think tanks and private sector.

Ichiro Aoki

Ichiro Aoki is a manager of the Asia Pacific Project Preparation Facility (AP3F), a technical assistance facility that promotes infrastructure development with private sector engagement. Through AP3F, he offers technical assistance to the governments of ADB’s Developing Member Countries for them to establish PPP enabling environment and to structure commercially feasible PPP projects. Ichiro is administering over 75 technical assistance projects in 24 countries in the region.

Begzod M. Djalilov

Begzod is with ADB since 2015, in responsible for monitoring and reporting economic developments, applied economic research, country partnership strategy development, programming of pipeline projects, ADB support in climate change adaptation/mitigation and transitioning to a green economy of Uzbekistan. Prior to joining ADB, Begzod had been engaged in multidisciplinary development research, projects management, and advisory to the government of Uzbekistan.

Xiaohong Yang

Xiaohong Yang’s experience in development work spans over three decades in ADB and the World Bank Group. At ADB, she led numerous operations across the East and Central and West regions, including Pakistan Country Director, Central and West Asia Department Director of the Transport and Communications Division, and East Asia Department Lead Transport Specialist and Principal Transport Economist. She also served as Chief Thematic Officer overseeing strategic thematic issues in the Sustainable Development and Climate Change Department.

James G. Baker

James is responsible for leading ADB’s regional marine plastics reduction program and supporting operationalization of Strategy 2030 Operational Priority 3 and the Healthy Oceans Action Plan. He is also responsible for supporting country programming and sovereign and private sector project teams to identify and promote circular economy activities within their programs and investments.

Natalia Valencia Abaigar

Natalia has a background as Trade and Investment Consultant at the Economic and Commercial Office of Spain in New Delhi, where she developed strategic analysis of real and potential investment projects over different countries of the region such as India, Nepal, Sri Lanka, or Maldives. She holds a degree in International Business Administration from the Public University of Navarre and an MBA in International Trade from Menéndez Pelayo International University.
