Parthasarathi Shome

Parthasarathi Shome received Brazil’s highest civilian honour, Commander of the Order of the Southern Cross, for his contributions to Brazilian fiscal reform. He was Adviser (Minister of State) to the Indian Finance Minister, and chaired the Tax Administration Reform Commission (TARC). Earlier, he was Chief Economist, UK Revenue and Customs; Chief of Tax Policy, IMF; and Professor, American University, Washington DC. He chaired India’s Ninth and Tenth Five Year Plan Task Forces on tax policy and administration.

Sabyasachi Mitra

Sabyasachi (Saby) Mitra is the Director of Public Management, Financial Sector & Trade Division. He has been with ADB for nearly 16 years and specializes mainly in development finance, policy planning and regional cooperation. Prior to taking up this assignment, he was the Deputy Country Director of the India Resident Mission of ADB. Earlier, Mr. Mitra was the Deputy Representative at the European Representative Office of the ADB in Frankfurt.

Dio Herdiawan Tobing

Dio has worked in the international development sector since 2016, covering Indonesia and Southeast Asia, managing large-scale development projects, and commissioning baseline and impact studies. He is a founder of LOKA Group and a Senior Fellow at Universitas Gadjah Mada's ASEAN Studies Centre. In the past, Dio has held various experiences working with foreign embassies, United Nations, and international NGOs. He holds a Master's degree in Public International Law and a Master's degree in Public Policy.

Bagas Adhika Putra

He interned at the Asian Development Bank Institute (ADBI) in Tokyo and worked on ADBI's T20 policy papers for healthcare and pension funds improvement within the G20 countries under Capacity Building and Training team. Prior to pursuing his Masters, he was a policy researcher at the Permanent Mission of the Republic of Indonesia to the United Nations in New York City, focusing on Indonesia's 2018 UN General Assembly agendas.

Also a former Director of country, sector, and practice departments, his more than thirty years of experience span the Middle East, Eastern Europe, Central Asia, Latin-America, and Africa, where he led senior-level policy dialogue and over thirty billion dollars in lending and insurance operations across the development spectrum.

Johannes Van Rijn

Hans van Rijn is a public finance and public administration specialist with close to 25 years of work experience, mostly in countries across Asia and the Pacific. Since 2007, he has worked with the Asian Development Bank, currently with the East Asia Department, where he focuses on the strengthening of public financial management, the financing of local government, local government debt management and sovereign wealth management in Mongolia and the People’s Republic of China. Over the years, he’s developed into an experienced project manager and team leader.
